The Industrial and Port Complex of Pecém, (CIPP) is located nearby the City of Fortaleza, in the state of Ceará, in the north-east of Brazil. Ceará enjoys a privileged position; it is one of the points of Brazil closest to Europe, USA and Africa. Thanks to this strategic location, it is considered an excellent place for the companies willing to set up their business next to the main world markets.
The CIPP is formed by port facilities, environmental protection areas and 4 sectors for industrial occupation and services.
THE PORT OF PECÉM
The Port of Pecém fits into the category “megaport“, with a wide area storage of cargo in its surroundings, deep-water and a privileged system of logistics. The Port of Pecém, given its size and strategic position, tends to be as one of the major international ports, capable to receive the last generation boxships.
The port is in fact designed with an offshore terminal, thus permitting the mooring of vessels at some distance from the coast. Therefore, it allows the access to deeper draft and bigger vessels. The Port of Pecém handled more than 11 million tons of goods in 2016, mainly coal, iron ore, containers and LNG. At the beginning of 2017, the Port of Rotterdam (the biggest port in Europe in terms million of TEU handled each year), had entered into an agreement with the government of Ceará for the management of the Port of Pecém in partnership together with the Companhia de Integração Portuária do Ceará (Cearáportos).
The Dutch management and the ongoing development of the CIPP will bring a significant rise of movement of goods in the Port of Pecém. On 31 January 2018 Maersk Line announced the launch of the new Asia – Latin America / West Coast South America services beginning in April 2018. The ports called by the Maersk containership include the Latina America ports of Buenaventura, Cartagena and Pecém.
THE ENTERPRISES DEVELOPMENT OF CIPP
Over recent years, several macro industrial enterprises set up their hub in CIPP and Ceará in general. Fortaleza and Ceará had therefore become, according to the magazine Forbes, the greatest city where to invest in Brazil.
For instance, CSP (Companhia Siderúrgica do Pecém) was launched in May 2016 thanks to the partnership between the Brazilian group Vale and the Korean enterprises Dongkuk and Posco. Today the CSP is able to produce and export more than 3 millions of steel slabs per year.
China’s state-owned company Guangdong Zerong Energy will build a refinery at CIPP, which will produce 300,000 barrels a day with a planned 4 billion USD investment. The impact of the refinery is 8,000 new jobs created in the area and the development of a petrochemical pole.
Another example of foreign investment in Ceará is the airport of Fortaleza, from 2017 managed by Fraport, the German group in charge of the management of the airport of Frankfurt.
THE EXPORT PROCESSING ZONE – EPZ
The EPZ Pecém is installed in an area of 576 hectares in the municipality of São Gonçalo do Amarante, in the Industrial and Port Complex of Pecém (CIPP).
ZPE is an export processing zone specially designed to export industries, in which they enjoy different tax regimes and exchange, and simplified bureaucratic procedures.
The goal of the EPZ is to attract new investments, generate jobs, increase exports. The EPZ regime allows the suspension of taxes required for industrial installation or integration of the production process of the company installed in the ZPE – raw materials, intermediate goods and packing material, equipment, machinery and instruments. These suspended taxes will be converted to zero rate or exemption.
